Not much for ground clearance.  I am interested in the steering mechanism though.

I'd drive that to work.  Not much of a "rig", but more of a parade type of vehicle.  Something you would see in Davis, CA, if you know what I mean. 

My guess for steering is a change of weight distribution from evenly distributed to either left or right distributions, depending on the direction the steering wheel is turned.  This would act like leaning in the direction you want to turn.
